Dec. 6, 2018: Response to the Fact that Taiwanese Suspects involving Telecom Fraud were Arrested in Cambodia

It is reported that the police of Cambodia worked with Mainland China to investigate cross-border telecom fraud in Cambodia and arrest 235 suspects. There are 46 Taiwanese, and the Cambodian government surrendered all of these Taiwanese to China. Taiwan feels sorry that Mainland China keeps sending Taiwanese suspects to China regardless of the Cross-Strait Joint Crime-Fighting and Judicial Mutual Assistance Agreement. What China did does not help to combat cross-border telecom fraud.

Taiwan has jurisdiction over cross-border crimes. To fight such kinds of crime effectively, Organized Crime Prevention Act (after this referred to as OCPA) was amended and came into effect on April 19, 2017, so that telecom fraud could not only be charged with Art. 339-4 of Criminal Code of the Republic of China but also with OCPA. Facing the continually renewed scam, our prosecution and police units have mature and outstanding detective skills, and several major telecom fraud cases were pursued successfully and severely sentenced by courts. Taiwan has a complete system and great prosecutors and policemen to combat such crimes. Only through cross-strait judicial cooperation channels, the two sides can jointly seize the main suspects and financial supporters behind the rings to completely dismantle the fraud group and maximize the effectiveness of combating such crimes. Mainland China should not use any reason as an excuse to surrender Taiwanese suspects to China.
