Scottish Cabinet Secretary for Justice agreed to extradite Zain Taj Dean to Taiwan

On the morning of June 11, local time, the Edinburgh Sheriff Court announced its decision upon our country’s request to extradite Mr. Zain Taj Dean, a British citizen who fled after killing a newsboy by driving drunk, to Taiwan for execution of his punishment. Today (August 1), the Scottish prosecutor receives the order for extradition of Zain Taj Dean issued by Scottish Cabinet Secretary for Justice. The order concerns three charges of drunk driving, involuntary manslaughter, and hit-and-run filed by Taiwan Taipei District Prosecutors Office and the court made a final judgment for 4-year imprisonment. According to the law, the extradition decision made by the Edinburgh Sheriff Court will be sent to the Scottish Ministers for administrative review, and Zain Taj Dean can submit his representations for not being extradited within four weeks. The Scottish Ministers shall finalize the decision over extradition within no more than 4 weeks. Today , the Scottish Ministers order to extradite Zain Taj Dean. However, if Zain Taj Dean refuses to accept the extradition decision made by the Edinburgh Sheriff Court and Scottish Ministers, he still can appeal to the High Court of Justiciary in Edinburgh within 14 days. The appeal court will be conducted by three judges; the Edinburgh Sheriff Court and Scottish Ministers shall propose relevant comments to court within 14 days after the said appeal is lodged. The Ministry of Justice is gratified with this extradition decision made by Scottish Cabinet Secretary for Justice and will continue to work with the Ministry of Foreign Affairs and the Taipei Representative Office in the U.K. to grasp the development and progress of this case to extradite Zain Taj Dean to Taiwan as early as possible so as to achieve justice.
