Completion of the International Review of the Fourth National Report under the ICCPR and ICESCR Launches a New Milestone for Human Rights Protection: The Ministry of Justice will continue to provide the momentum for various agencies to advance the implementation of the recommendations from the Distinguished members of the International Review Committee.

As the profound exchanges between international experts and government representatives draw to a close, Taiwan has successfully completed the International Review of the Fourth National Report under the ICCPR and ICESCR. Serving as the organizing authority and Secretariat for this review, the Ministry of Justice (MOJ) joined all participants this afternoon at the MOJ Grand Auditorium to witness the government’s formal acceptance of recommendations from 12 international human rights experts. This report marks not only the conclusion of days of substantive examination but also a new milestone for Taiwan in transforming international professional insights into concrete governance actions aligned with global standards.
Throughout the review process, the MOJ remained committed to implementing the nation’s independently established "localized review model," constructing a professional platform for equal dialogue among the government, civil society, and experts. Through this profound "democratic dialogue," various administrative agencies not only presented their "human rights report cards" regarding different rights indicators but also identified directions for systemic refinement during the intensive and brilliant exchanges with the International Review Committee. Playing the role of a vital communication bridge, the MOJ assisted various ministries in accurately aligning with the standards of international human rights covenants, transforming the dialectics of diverse perspectives into opportunities for the continuous evolution of the nation’s rule of law.
The international review meeting resulted in several constructive Concluding Observations and Recommendations regarding Taiwan’s current human rights status, covering key areas such as the protection of the right to life, rights of diverse groups, and contemporary human rights challenges. This report, a synthesis of international expertise, was formally delivered by the two committees this afternoon and received by Minister without Portfolio LIN Ming-hsin on behalf of the government. Upon receiving the proposal, Minister without Portfolio Lin expressed his gratitude to all the experts. He emphasized that following a thorough review of the document, the administration will guide all government agencies to actively deepen human rights governance and safeguard the rights of all citizens through a pragmatic, steady, and public-centered approach.
Regarding the Concluding Observations and Recommendations received today, the MOJ will immediately initiate a rigorous administrative tracking procedure, supervising relevant competent agencies to conduct in-depth analysis of the recommendations. Moving forward, the MOJ will continue to urge all agencies to formulate specific improvement strategies and monitor their progress, ensuring that every forward-looking international recommendation is substantively rooted in the details of government administration, which ensures that the spirit of protection under the ICCPR and ICESCR is effectively realized in every aspect of citizens' lives. The relevant Concluding Observations and Recommendations documents will be simultaneously published on the official "Human Rights in Taiwan" website for public oversight and reference.
