International Review of the Fourth National Report under the ICCPR and ICESCR to Launch on May 11: Refining Human Rights Practices and Enhancing Rights Protection

The International Review Meeting of the Fourth National Report under the ICCPR and ICESCR will officially take place from May 11 to 15, 2026. The Ministry of Justice (MOJ) asserted its dedication, as the organizing authority and Secretariat for this review, to building a vital platform by means of this international event for deepening dialogue between the government and civil society to jointly refine human rights governance.
To ensure a professional and rigorous review process, the MOJ convened multiple "Advisory Group Meetings" during the preparatory phase, inviting domestic human rights experts to deliberate on the review procedures. Furthermore, to expand civil society participation, the MOJ has strictly followed the "Guidelines for Domestic and International NGOs Submitting Parallel Reports and Parallel Responses for the Fourth National Report under the ICCPR and ICESCR." The Secretariat (MOJ) facilitated the collection and forwarding of parallel reports and parallel responses to the List of Issues (LOI) submitted by NGOs to the international review commissioners. This transparent delivery mechanism ensures that international experts can simultaneously hear diverse perspectives from both the government and civil society, establishing a foundation for profound and substantive dialogue.
This review meeting has specially invited 12 world-class human rights experts to gather in Taiwan, with international human rights experts Manfred Nowak and Heisoo Shin serving as the Chairpersons of the respective committees under the ICCPR and ICESCR. These experts will conduct substantive exchanges with government representatives and civil society organizations on diverse and emerging human rights issues, including digital transformation, environmental rights, rights of migrant workers, and ethnic equality. The MOJ emphasized that despite the complex international landscape, Taiwan remains committed to aligning with international human rights standards.
To allow the public to witness the progress of Taiwan's integration with international human rights standards, the entire review meeting will be live-streamed with simultaneous interpretation. The MOJ will continue its role as the administrative facilitator and bridge for dialogue, strengthening the national human rights protection framework and ensuring that Taiwan's democracy and justice advance in sync with global standards.
